Promotion of a Rose City


Leading Project -- Rose City Creation Plan 21

In preparation for city planning in the 21st century, we have selected 21 projects in particular and are focusing our efforts on them under the name, "Rose City Creation Plan 21."
With the city flower, the rose, as our symbol, we are developing the following 21 projects within the three plans: 1) "A town overflowing with the kindness of roses" born of people's friendliness and leisure fulfilled lives; 2) "A town which incorporates the strength of roses" born from the various activities of citizens, business, and government; and 3) "A town fragrant of roses" born of peoples' various exchange and self-realization activities.


  1. Construction of a General Welfare Center.
  2. Preparation of a Civic Hospital.
  3. Formation of a water and greenery network.
  4. Formation of a town which respects human rights.
  5. Formation of an environment with a pleasant living environment.
  6. Promotion of general planning for social welfare services for the elderly and disabled.
  7. Promotion of an "Angel Plan."
    (General planning to provide support so people can raise children with peace of mind.)
  8. Promotion of action plans for preservation of the global environment.
  1. Construction of multi-purpose exchange facilities.
  2. Preparation of inland housing complexes.
  3. Preparation of new city zones.
  4. Promotion of development of Fukuyama Station area and redevelopment of downtown areas.
  5. Promotion of a master plan for the formation of the Tomo District Town.
  6. Formation of a city that is well prepared for disasters.
  7. Preparation of transportation system.
  8. Promotion of an industry promotion vision.
  1. Construction of a Citizen's Center.
  2. Construction of a Literature Hall.
  3. Development of the Chuo Koen (Central Park) district.
  4. Promotion of lifelong education.
  5. Promotion of the information age and internationalization.
